PROBLEM TO BE SOLVED: To prevent a backflow of a liquid in a liquid circulating passage to a liquid supply source side by laying a check valve for preventing a flow toward a liquid supply source side at a conduit for supplying the liquid, and opening the conduit at a downstream side of the valve with the atmosphere through a throttle passage. SOLUTION: A check valve 37 is provided at a conduit 42 for supplying a liquid from a liquid supply source 43 to a float chamber 11, and a draining tube 51 connected to the chamber 11 is connected to the conduit 42 through a conduit 45. A by-pass conduit 60 at which a second relief valve 59 (throttle passage) lies is provided at the tube 51. A set pressure of the valve 59 is set lower than that of a first relief valve 44 connected to the chamber 11. Thus, the conduit 42 of a downstream side from the valve 37 is opened with the atmosphere through the conduit 45 and the valve 59. As a result, if the liquid in a liquid circulating passage is expanded due to a temperature rise, the liquid does not backflow to the source 43 side by the valve 37, but is released to the valve 59 side.
