PROBLEM TO BE SOLVED: To provide a photocatalyst material, capable of obtaining high photocatalytic activity equal to ideal titanium oxide powder, even though it comprises coating shape titanium oxide. SOLUTION: A photocatalyst material is produced by covering the surface of a base material with a titanium oxide layer. Titanium oxide, which exists in a surface layer having a thickness of at least 10 nm from the surface of the titanium oxide layer, is an anatase type crystal. When the uppermost surface of the titanium oxide layer is analyzed by X-ray photoelectron spectroscopy, a peak where electron strength becomes maximum in the bond energy distribution of the 1s orbital electron of oxygen is in the range of 527.0 eV-529.7 eV. It is desirable to obtain such a titanium oxide layer by applying organotitanium to the base material and baking it.
