PROBLEM TO BE SOLVED: To provide a soil temperature control device which can use electromagnetic waves to remotely heat a soil. SOLUTION: Lawn 20 is raised on the ground 12 of a soccer stadium 10. Phased array antennas 26 are disposed in the soccer stadium 10. When the lawn 20 is replanted, the ground 12 is covered with sheet-like carbon fibers. Then, electromagnetic waves are irradiated on the whole area of the ground 12 from the phased array antennas 26, while changing the irradiation angle of the electromagnetic waves. Thus, the carbon fibers covering the ground 12 absorb the electromagnetic waves to generate heat, thereby heating the whole area of the ground 12 by a heat exchange action. Therein, the ground can be heated at a high temperature to sterilize the soil of the ground 12.
