PROBLEM TO BE SOLVED: To prevent the generation of a peeling offset phenomenon and toner accumulated on a pressurizing member side causing soiling of a front surface and a back surface of recording material due to faster speed of a fixing device. SOLUTION: This fixing device is constituted so that the recording material where an unfixed toner image is formed is passed through a nip where a rotational heating body 3 and a pressurizing member 4 are brought into pressurized contact with each other, and then, the unfixed toner image is melt fixed to recording material as a permanent image. In this case, a brush-shaped rotating member 12 that is rotated in contact with the surface of the rotating heating body 3 is provided and this brush-shaped rotating member 12 is rotated with a difference in circumferential speed from the rotating heating body 3 while being impressed with bias.
