A high-frequency heating device which heats an object to be heated is provided with an electromagnetic wave radiating means which radiates electromagnetic waves, local heating means which heats an arbitrary part of the object to be heated by using electromagnetic waves radiated from the electromagnetic wave radiating means, and control means which controls the local heating means. The heating device is also provided with a protective means which protects the local heating means, a mounting stage, setting means, and detecting means, as needed. The local heating means, electromagnetic wave radiating means, and mounting stage are controlled by use of the setting means and detecting means.
