PROBLEM TO BE SOLVED: To provide a picture data transmitting device for satisfactorily transmitting a picture even when a compact picture data receiving device has a small storage capacity. SOLUTION: An instruction generating part 102 generates an instruction for forming a picture. An execution part 105 executes the generated instruction, and sets the data of a frame memory. An instruction control part 103 specifies a rectangular region including a picture to be formed according to the generated instruction, and generates region information indicating the rectangular region, and stores the region information in a control data storage part 104. A data for specifying part 107 reads the region information from the control data storing part 104, and extracts picture data in a frame memory 106 based on the region information. A data compressing part 108 compresses the region information and the extracted picture data. A transmitting and receiving part 109 transmits the compressed data to a picture data receiving device 150.
