PROBLEM TO BE SOLVED: To provide a variable phase shifter that reduces an insertion loss by reducing a conductor loss of a conductor line. SOLUTION: The variable phase shifter is provided with a high frequency signal use conductor line 5 formed on a ceramic substrate 2, a metallic film 6 formed on a ceramic substrate 3 and acting like a ground face, and a liquid crystal/resin composite 4 placed between both the substrates 2, 3 and made of a resin and a liquid crystal dispersed in this resin in a state that the conductor line 5 and the metallic film 6 are opposed to each other.
