PROBLEM TO BE SOLVED: To continue to maintain a control loop by newly structuring the control loop by performing switching to an unused function block constitution element which is set in advance instead of the function block constitution element constituting the control loop which is disabled to function if the control loop is disabled to function. SOLUTION: An operator interface part 2 informs an arithmetic part 3 of a request to structure and change a control loop from an operator. An FF interface part 4 converts signals transferred between the arithmetic control part 3 and an LAS 11 and field devices 13 to 17 on an FF network 12. The arithmetic control part 3 writes link information to link object 26 to 40 of the field devices 13 to 17 through the FF interface part 4. Consequently, the control loop and standby function block constitution elements for the respective function block constitution elements of the control loop are structured.
