PROBLEM TO BE SOLVED: To obtain a sequential circuit, which operates at a high speed without tightening the requirement imposed on the performance of transistors that constitute shift registers and without increasing the frequency of clock signals, and to obtain a liquid crystal display device, which uses the circuit and has high definition. SOLUTION: A shift register group consists of plural stage shift registers SR(1,1), SR(1,2),... and shift registers SR(2,1), SR(2,2),... Then, plural groups are provided and based on clock signals CLK1 and CLK2 having different phases, the sequential circuit starting signals are successively transferred to succeeding stages. Then, using NOR arithmetic circuits NR or the like, pulses corresponding to the phase differences of outputs of the shift registers having closest phases of the outputs in the same stage are taken out as sequential circuit output signals among the shift registers SRs included in respective groups Thus, the output having a higher apparent frequency is taken out for clock signals without tightening the requirement imposed on the transistors constituting of the sequential circuits.
