PROBLEM TO BE SOLVED: To improve workability at high elevations by arranging mutually lockable locking means in the outer circumference of a cylindrical packing made of an elastic material and in a cover cylinder body inner circumference arranged around a base circumference side of a lamp inside the cover cylinder body. SOLUTION: A projecting streak 8 is arranged in the outer circumference of a packing 7 while a projecting streak 12 for locking the projecting streak 8 is arranged in the inner circumference of a cover cylinder body 10, and consequently, locking means are formed. In storage of a slip ring 9 and the packing 7 in the inner circumference of the cover cylinder body 10, the projecting streak 8 on the outer circumference climbs over the projecting streak 12 in the inner circumference of the cover cylinder body 10 because of elastic deformation of the packing 7 when the packing 7 is forcibly pressed into the cover cylinder body 10, so that the packing 7 moves forward to a housing position. Even if the cover cylinder body 10 is tilted in the packing 7 removing direction under this condition, the projecting streak 8 in the packing 7 outer circumference is locked on the projecting streak 12 in the cover cylinder body 10 inner circumference, so that the packing 7 and the slip ring 9 are prevented from dropping.
