PROBLEM TO BE SOLVED: To prevent a backflow of scrap charged in a rotary kiln, while avoiding the increase of the inside diameter of a rotary kiln and complication in the structure of eaves of a pusher. SOLUTION: Scrap is charged by pushing the scrap in a rotary kiln 1 by a pusher 2, and conveyance and preheating are effected while the rotary kiln is rolled. In a so formed scrap preheating device, a skirt 5 to close a gap between the eaves and a rotary kiln inner surface refractory 4 is situated at the lower part of the tip of eaves 3 of the pusher 2, and the tip part of the eaves 6 is extended to an upper part in the peripheral direction along the rotary kiln inner surface refractory 4.
