PROBLEM TO BE SOLVED: To provide the electrophotographic photoreceptor and the electrophotographic device superior in potential stability even in the case of uses for a long period without impairing high image quality. SOLUTION: The electrophotographic photoreceptor is obtained by successively laminating a >=4μm thick undercoat layer and a <=20 thick charge generating layer and a charge transfer layer on a conductive substrate, and the film thickness d (μm) of the charge transfer layer and the absolute value V (volt) of the surface potential of the photoreceptor charged by a charging means satisfy the relationship: V/d<=40.
