PROBLEM TO BE SOLVED: To provide a device and a method for efficiently and safely cutting and removing an asbestos pipe installed in old buildings with a small amount of water. SOLUTION: This asbestos pipe cutting and removing device comprises a cylindrical bit 15 having a hole-saw type cutting blade 19 on one end face, a boring rod 14 to move the bit 15 straight, a means 12 to rotate the bit, and an injection port 18 to inject high-pressure water in the vicinity of the bit. A cylindrical guide member 21 to guide the bit 15 along an asbestos pipe is provided on an inner circumference of the cutting blade of the bit 15. Only a thick-walled portion is cut by rotating the bit 15 in an advancing direction while the cutting blade 19 is abutted on the thick-walled portion of the asbestos pipe 20, and beat generation caused by the cutting is suppressed.
