PROBLEM TO BE SOLVED: To provide a pillar-shaped body with an elastic outer cylinder having an effective impact absorbing ability while reducing the amount of rubber chips used as an elastic material to a minimum by realizing the above within a large cycle from the stage of recycle and assembly of the materials used to the stage of screening and recovery. SOLUTION: Rubber-shaped elastic outer cylinder is made of a plurality of outer cylindrical pieces 10, the outer cylindrical pieces 10 are assembled by mechanical means such as screws and fixed to a core material pillar 12 in configuration. The core material pillar 2 is formed to a resin pipe body having a built-in reinforcing members such as glass fibers or the like in one united by in a longitudinal direction, and waste rubber chips and waste plastics materials are used for the pillar 2 constituting the outer cylindrical pieces 10 and the core thereby constituting recycle system and, at the same time, and the addition of other functions such as reflecting body 3 and other fence body is performed at the same time with the assembly.
