PROBLEM TO BE SOLVED: To provide an information recording and reproducing device capable of obtaining a tracking error signal by a simple means. SOLUTION: From the tip of a probe 64, a light emitted from a laser diode 67 is projected onto an information storage medium 65. The tip part of the probe 64 is vibrated in the radial direction of the information storage medium 65 at a fixed cycle by an actuator. The light reflected by the information storage medium 65 is made incident on a photodiode 73 and subjected to photoelectric conversion. A signal after the photoelectric conversion is amplified by a preamplifier 74, and the component of a high frequency band is eliminated by a low-pass filter 75. The average value (bias value) of the signal having the high frequency component eliminated is outputted as a tracking error signal.
