PROBLEM TO BE SOLVED: To realize reduction in cost by saving an electric power used for heating a heat storage body and permit the promotion of much more natural convection in a ventilation passage without vibration sound or the like, while retaining a clean atmosphere by preventing the contamination of air due to exhaust gas or the like. SOLUTION: An outdoor air inlet port formed at the lower area of a housing 2 is constituted so as to be capable of communicating with a ventilation passage 15 while an openable slit shutter is arranged at the upper area of the ventilation passage 15 to constitute, so that the outdoor air introduced through the outdoor air introducing port is permitted to flow into the upper area by natural convection through the circumference of a latent heat storage material 12. The slit shutter is closed upon heat storage into the latent heat storage material 12, and the shutter is opened by the power supply of a battery 24 upon dissipation of the heat, while the timing of opening and closing of the slit shutter is controlled by a timer.
