PROBLEM TO BE SOLVED: To provide excellent atmosphere corrosion resistance for a structure under a salt-damage environment by using Ni-Cu components of specific composi tion for a base metal of steel pipe, specifying the amounts of C, P, S, and Ni in a weld metal, and butt welding the edge parts of a steel plate. SOLUTION: A steel, having a composition containing, by weight, 0.01-0.10% C, <=0.6% Si, 0.3-2.0% Mn, <=0.03% P, <=0.005% S, 0.3-1.0% Cu, 1.0-5.5% Ni, <=0.1%; Cr, 0.005-0.03% Ti, <=0.09% Al, 0.01-0.006% N, and <=0.006% O, is cast continuously and rolled. Subsequently, the edge parts are butt welded so as to obtain a weld metal which contains 0.01-0.10% C, <=0.6% Si, 0.3-2.0% Mn, <=0.03% P, <=0.005%; S, 0.1-1.0% Cu, 1.0-3.5% Ni, <=0.1% Cr, 0.005-0.03% Ti, <=0.09% Al, 0.001-0.006% N, and 0.02-0.06% O and so that the amount of Ni is within the range between a value lower by 2.0% than that of the base metal and a value higher by 0.2% than that of the base metal.
