PROBLEM TO BE SOLVED: To seal harmful halogenated organic compounds such as dioxins in industrial waste such as municipal refuse incineration ash, fly ash, and molten fly ash by sealing waste in a medium whose melting parameter P is a specified value or below. SOLUTION: Harmful halogenated organic compounds such as dioxins waste are sealed in a sealing body or decomposed. A medium A for sealing the waste is solid at an ordinary temperature and has a melting parameter P [(cal/cc)1/2] of 12 or below. For example, a thermoplastic resin, a thermosetting resin, asphalt, sulfur, and others have high water resistance and good compatibility with dioxins and are preferable. By mixing an alkali metal compound and/or an alkaline earth metal compound into the medium A, the harmful compounds are detoxified by dehalogenating decomposition to contribute to its solidification when the waste contains heavy metals. |
