PROBLEM TO BE SOLVED: To provide a technique for improving adhesive strength between a biodegradable base film and a rubber type pressure-sensitive adhesive layer. SOLUTION: A pressure-sensitive adhesive tape can be obtained by subjecting the surface of a biodegradable film 9 to a friction treatment by a friction means 7 and then coating a pressure-sensitive adhesive layer stock solution on the resulting surface of the film to form a pressure-sensitive adhesive layer. The adhesion between the base film and the pressure-sensitive adhesive layer is improved by the friction treatment. When the pressure-sensitive adhesive layer stock solution is of an aqueous system, a primer stock solution having an organic compound as the solvent is coated on the friction treated surface of the base film to form a primer layer, and then, the pressure-sensitive adhesive layer may be formed thereon. A filler, a colorant, an age resistor, and the like, can be added to the pressure-sensitive adhesive layer in such amounts as not to inhibit the biodegradability. As the releasing film to be applied to the surface of the pressure-sensitive adhesive layer, it is preferred to use the one having biodegradability.
