PROBLEM TO BE SOLVED: To obtain a water curing type polyurethane binder rapidly curing, having excellent weather resistance, useful as a paving material for a scene by reacting a specific polyisocyanate with a specified long molecular polyoxyalkylene polyol and a prescribed short molecular polyoxyalkylene polyol. SOLUTION: This binder is obtained by reacting (A) an aliphatic or alicyclic polyisocyanate (e.g. isophorone diisocyanate, etc.) with (B) a polyoxyalkylene polyol(POAPO) having 2,000 to 6,000 molecular weight prepared by subjecting an alkylene oxide(AO) (e.g. propylene oxide, etc.) to addition polymerization to an aliphatic amine (e.g. ethylenediamine, etc.) and (C) a POAPO having 100-600 molecular weight prepared by subjecting AO to addition polymerization to a polyhydric alcohol (e.g. propylene glycol, etc.) having 2 to 3 hydroxyl groups in an equivalent ratio of NCO/OH of 1.1 to 10.0.
