PURPOSE: An electrostatic discharge(ESD) protecting device is provided to increase tolerance to a charged device model(CDM) by making the electrostatic from an input buffer to an input pad discharged into a transistor, which is formed between a resistor and the input buffer. CONSTITUTION: An electrostatic discharge protecting device comprises a first ESD protection element which is connected to an input pad, a power terminal and a ground terminal and consists of either one of a MOS transistor and a bipolar transistor. A resistor is connected between the input pad and an input buffer, and a second ESD protection element is connected between the resistor and the input buffer. A transistor is connected to the second ESD protection element considering the CDM. A diode is connected in a reverse direction between the gate of the transistor and the ground terminal.
