<p>PURPOSE:To surely improve the precision of encoding while suppressing the extension of the circuit scale. CONSTITUTION:A difference means 11 which obtains the difference between each of transmission information given in series and the leak forecast value obtained based on preceding transmission information to obtain the forecast error and quantizes and sends this forecast error, a forecast means 13 which subjects the forecast error quantized by the difference means 11 to decoding processing based on the characteristic of transmission information and integral processing of the error included in the forecast error by quantization to obtain the forecast value of succeeding transmission information and multiplies this forecast value by a leak coefficient given as a positive value smaller than one, and a precision correction means 15 which matches the precision of the value obtained by multiplying the forecast value by the leak coefficient by the forecast means to the precision of transmission information to obtain the leak forecast value are provided to constitute this system.</p> |
