PROBLEM TO BE SOLVED: To produce tidal flat covering sand suited to habitat conditions of living being desired. SOLUTION: In the manufacturing method and equipment for the tidal flat covering sand, fine grains of sand, lightweight materials, sand from volcanic ash, artificially granulated lightweight sand like matters, organic materials, humus soil, fertilizer, bacteria, baby shellfishes, seeds are arbitrarily placed in a plurality of raw material tanks 3a, 3b, 3c. Then, they are blended by mixing apparatuses so as to provide sand capable of offering bottom sediments optimum to the habitat conditions of living being desired and then the sand is scattered to the sea area 7 for forming tidal flat by scattering equipment 6.
