SUBSTANCE: apparatus includes driving roll, driven roll mounted with possibility of radial motion, mechanism for rotation of driving roll, unit for braking material of billet and device for regulating step of feeding material of billet. In order to increase accuracy of feed stroke, to enhance efficiency of feed, to lower energy consumption for feed drive and to simplify construction of feed apparatus, rolls are mounted with possibility of forced opening-closing at their continuous rotation and simultaneous fixation by means of unit for braking billet material at time moment of opening rolls.
