SUBSTANCE: known device incorporating two coupled knife-blades with oval slots has its hold-down members with compression springs and spacing members holding coupled knife-blades at desired distance in OFF-position combined and made in the form of two similar shaped plates mounted in opposition between knife- blades inside compression spring; plates are provided with stops for spring faces on one end, tabs on other end passed through oval slots in knife-blades and fixed in position by turning plates through one fourth of revolution thereby ensuring desired contact pressure in ON-position and desired distance between knife-blades in OFF-position.
