PROBLEM TO BE SOLVED: To improve thermal efficiency by allowing a fluid passage to be formed closed to a bar-like body or a planar body made of carbon fiber placed on the outer periphery of a long sized heater made of carbon fiber connectable to an external power supply. SOLUTION: A long sized heater 2 formed in a bar shape by twisting activated carbon fiber having many micro pores on its surface is placed in the center of this heating device 1. The long sized heater 2 is connected to an external AC power supply through electrodes 7 mounted to both ends. A planar body 4 made of carbon fiber same as the heater is arranged on the outer periphery of the long sized heater 2. The planar body 4 is not connected to the external power supply, but generates heat by being conducted to the long sized heater 2, and red-heats over time to serve as a heater. Piping as a plurality of fluid passages 6 is arranged between the long sized heater 2 and the planar body 4, and water is made to flow through it and converted to hot water or steam to be used for heating.
