PROBLEM TO BE SOLVED: To obtain a powder cosmetic being liquefied by embrocation, capable of being finished in a greatly excellent feeling in use without causing a squeaky feeling, having excellent storage stability by including a hydrophobilized silicic anhydride having a specific surface area and an oil-in-water type emulsion composition. SOLUTION: This cosmetic contains (A) 2-20 wt.% of a hydrophobilized silicic anhydride having >=60 m2/g surface area obtained by treating silicic anhydride by an ordinary hydrophobilizing treatment, for example, adding a hydrophobilizing treatment agent (e.g. trimethylsiloxysilicic acid treated powder, etc.), and (B) one or more oil-in-water type (O/W) emulsion compositions. The mixture can be mixed with (C) 0.001-10 wt.% of an unstable component in the presence of water (e.g. bleaching agent, antiinflammetory agent, etc.). Purified water, a water-soluble polymer (e.g. gum arabic, carboxyemthylstarch, etc.), etc., are preferably used as the water phase of the component B. An avocado oil, a camellia oil, etc., are used as the oil phase.
