PROBLEM TO BE SOLVED: To obtain a radio communication terminal and a base station that conduct hand-over by which a communication stop time can be reduced and to obtain its hand-over method. SOLUTION: A changeover destination object table (S3) where peripheral base stations corresponding to a plurality of control signals received by an intermittent open search in high-speed hand-over are arranged in the order of higher reception levels and the results are stored, and a changeover destination recommendation table where information of base stations being an object of a changeover destination included in each control signal is collected and the peripheral base stations are arranged in the order of frequency of incidences as the object and the results are stored are provided (S4), high-speed hand-over is continuously applied to a base station that transmits a control signal with a reception level over a specific threshold or over (S6), the presence of a base station that is at the outside of the object of the changeover destination base station from each table through open search is estimated when there is a base station with a specific threshold or over (S7), and interruption hand-over is applied to the base station by a prescribed procedure (S12).
