PROBLEM TO BE SOLVED: To provide a map data production device which can easily produce the map data which has a small quantity of data and are suitably applied for the use of a portable terminal device or the like in particular that is used via a transmission line. SOLUTION: In this map data production device or method, an object area is designated for producing the text map data S2 and also a coordinate system that is adaptive to a display area where the text map data are displayed is decided S4. Then the positions of the topographical and character data included in the data production object area are converted into the coordinates of the coordinate system, and the topographical and character data included in the data production object area are converted into the text data (S6). When these conversions are over, the topographical and character data converted into the text data are associated with the corresponding coordinates for producing the text map data S8. As a result, the map data consisting of a text of a small quantity of data can be produced from the vector map data.
