PROBLEM TO BE SOLVED: To prevent the slip and uncoupling of a drum on an under-roll and provide automatic application to various sizes of drums. SOLUTION: In an under-roll delivery and winding device wherein a drum 2 is put on a rotating roll to provide delivery and winding of a wire rod such as a cable, under-rolls 3 are provided in two lines under the drum 2, a guide roll 4 is provided over the drum 2 for energizing the drum 2 downward and side guide rolls 5 provided on both sides of the drum 2 in its cross direction for preventing the side slip of the drum 2.
