PROBLEM TO BE SOLVED: To simplify a structure, to make it lightweight and small-sized and to reduce the cost by moving the center of gravity of an object applied to one of wires suspended from two points with the wire or rope having a predetermined length, and moving the object to another position. SOLUTION: An object 1 is fitted to a wire 6 suspended from an outer hook 5 located directly above the object 1 to be lifted, and the object 1 is lifted to a height slightly higher than a quay by a hoisting winch 2. A fixed-length wire 7 is fitted between a hook 4 located directly above a landing location and the object 1. The wire 6 is gradually loosened by the winch 2 until the center of gravity of the object 1 reaches a position directly below the inner hook 4. The loosened wire 6 is removed from the outer hook 5 and is suspended on the inner hook 4. The hoisting winch 2 is hoisted until the fixed-length wire 7 is loosened, and the fixed-length wire 7 is removed. The wire 6 is loosened by the hoisting winch 2 to lower the object 1.
