PROBLEM TO BE SOLVED: To provide a water activating device unnecessitating to provide a far infrared ray ceramic material in a water feed pipe, capable of continuously treating service water, or the like, in the water feed pipe, and enabling to attach and detach it to the water feed pipe with one touch without using a fixing tool such as bolts and nuts. SOLUTION: This device is provided with a flexible base material 3 capable of being wound around a water feed pipe, a far infrared ray irradiation material 2 incorporated in the flexible sheet base material 3, and fixing means 5a, 5b for fixing the flexible sheet base material 3 to the water feed pipe. Besides, one or more permanent magnets are provided such that the magnetic field is present in the inside of the water feed pipe.
