PROBLEM TO BE SOLVED: To easily cut a fluid pipe without using a closed case, a large cutter, etc., by cutting the fluid pipe by sending a cutting tool inserted from an opening part of one part toward a center of the fluid pipe while rotating a case and closing the opening part of the case by removing the cutting tool thereafter. SOLUTION: A channel of a branch pipe 8 is closed by projecting a gate valve 11 by operating a gate valve device 9 after drawing up a rotating cutting tool 16 above the gate valve 11 by contracting and retreating a hydraulic cylinder 13. Thereafter, an installing part is closed by removing the gate valve device 9 after hermetically closing a flange 8a of the branch pipe 8 by installing a blocking plate on its by removing all of the hydraulic cylinder 13, a rotating actuator 15, etc., with a cylinder bracket 12 from the branch pipe 8. Finally, construction is finished by backfilling the exposed fluid pipe 11 by leaving only a case 3 as an expansion flexible pipe fitting by removing both of left and right support 19, a motor 21, etc., as well as removing a ring gear 18 installed on the case 3.
