PROBLEM TO BE SOLVED: To assure the final failure mode of a contact to be non-conductive in the case of having a contact. SOLUTION: This apparatus 10 comprises first and second external terminals 14 and 13 electrically separated, a first contact 16 electrically connected to the first external terminal 14, a second contact electrically connected to the second external terminal 13 and an operating means 20 for relatively closing/ opening the first and second contacts 16 and 15. In this case, at least the first contact 16 is provided with a first layer 41 having a predetermined thickness including a face coming into contact with the second contact 15, a second layer 42 on the side connected to the first external terminal 14 and an insulating fiber 43 interposed between the first and second layers 41 and 42 and brought into contact with the second contact 15 when the insulating fiber 43 is exposed due to the wearing of the first layer 41 in accordance with closing/opening operation of the contacts 16 and 15.
