PROBLEM TO BE SOLVED: To cool the water in a tank efficiently while preventing the agitation of chilled water with low temperature at the bottom part of the tank, by providing a heat absorbing part of a cooler at the upper part of the tank. SOLUTION: A diverter 7 is switched to supply city water and the like which has been purified by a water purifier 6 to an electrolysis vessel 14, and alkali ion water with normal temperature is obtained. A cooler 25 which is provided at the upper part of a tank 8 comprises a heat absorbing plate 27 which is excellent in thermal conduction of aluminum, copper, etc., that are fitted through the top wall of the tank 8, and which comprises materials with high corrosion resistance, a Peltier element 28 cohered thereto, a fan 30 air-cooling a radiating fin, etc. By arranging the heat absorbing plate 27 at the upper part of the tank 8, the water that has been cooled by the heat absorbing plate 27 descends quietly by the temperature difference. As a result, the agitation of the water inside the tank 8 at the time of cooling is prevented, and the water in the tank is efficiently cooled down. Moreover, the water at the bottom part inside the tank 8 is kept cold to a set temperature stably, and this water is efficiently used.
