PROBLEM TO BE SOLVED: To provide a magnetic recording medium that not only illegal acts such as forgery and alternation can be prevented but coarse and dense patterns can be easily and accurately formed and magnetic characteristics of output or the like is excellent, and to provide a method of producing the medium. SOLUTION: This magnetic recording medium 1 has a first magnetic layer 31 in which prescribed magnetic information is previously and temporarily recorded and a second magnetic layer 35 formed on the first magnetic layer 31. While the second magnetic layer 35 is applied and not dried, the second magnetic layer is subjected to aligning treatment in a magnetic field so that fixed information is recorded by forming coarse and dense patterns of magnetic fine particles according to the magnetic information in the first magnetic layer 31. A nonmagnetic layer 40 for prevention from permeation of liquids is formed between the first magnetic layer 31 and the second magnetic layer 35.
