PROBLEM TO BE SOLVED: To achieve a base isolation function and an earthquake-resistant function by providing an upper plate, a lower plate, dynamic members such as rollers which do not interfere with the longitudinal movement of the upper plate and lower plate, rail-like members with dropping notches, and a spring. SOLUTION: This tilt preventing device is provided with an upper plate 1, a lower plate 2, dynamic members 5 such as rollers which do not interfere with the longitudinal movement of the upper plate 1 and lower plate 2, rail-like members 4 with dropping notches to put into contact with the member 5, and a spring 6. Even if the lower plate 2 is shaken by an earthquake, the movement of the lower plate 2 is hardly transferred to the upper plate 1, and a base isolation function functions. When a shake exceeding the shake absorbing capability of the base isolation function occurs, the front and rear dropping notch portions of the rail-like members 4 are moved onto dynamic members 5 such as rollers, the rear portion drops, the rear section of the upper plate 1 becomes lower than the front section, and an earthquake-resistant function functions.
