HIERARCHICAL DOWNLINK-SCHEDULER FOR PROCESSED SATELLITE PAYLOAD

PROBLEM TO BE SOLVED: To schedule the throughput of a data cell from a cell switch to a downlink modulator. SOLUTION: A downlink-scheduler 20 selects one from among a plurality of spot beams relating to a satellite by using a beam selection stage 30, a whole seller selection stage 32 selects one from among of a plurality of whole seller traders, and a retail user selection stage 34 selects one from among a plurality of retail connections. Then the downlink scheduler 20 uses a coding frame selection stage 36 to encode a data cell from a cell switch 22 and transmits the coded data cell to a downlink modulator 24 via the selected retail connection. In this way, by scheduling transmission of the data cell through a downlink at a satellite, downlink resources becomes usable efficiently and impartially.
