PROBLEM TO BE SOLVED: To provide an underground shelter for a number of sufferers and refugees to be able to lead an evacuation life safely and comfortably to some extent for long period. SOLUTION: An underground shelter is formed so as to be buried in an underground approximately horizontally and comprises a substantially sealed tubular shelter main body 1. To construct the underground shelter steel frames are disposed overlappingly from the inside to the outside, concrete is filled in a space formed by maintaining a proper interval between inner and outer steel frames, granular or massive lead of a proper size and shape is distributed into the concrete, and reinforced fiber of a proper length is mixed into the concrete.
