PROBLEM TO BE SOLVED: To certainly replace a valve without fluid leakage with fluid flowing. SOLUTION: In this replacing method for a bypass valve 65 for replacing with fluid flowing, a no-blow cover 6 in which a stopper packing 37 is stored is airtightly attached to the flange 69 of the bypass valve 65 with the bypass valve 65 closed, and after that, the stopper packing 37 is inserted in the inside of a bypass pipe 73 through the channel of the bypass valve 65 with the bypass valve 65 opened and radially enlarged so as to form airtightness, then, the bypass valve 65 is replaced. This method is equipped with a stand puller 40 for preventing the jumping out of the stopper packing 37 by fluid pressure in a pipe line and a stopper retaining claw 63.
