PROBLEM TO BE SOLVED: To improve the opening and closing of guide vanes and the responsiveness of turbine output and stabilize the supply power (frequency) of a power system by improving the following up of a speed governor to load change demand while securing control stability. SOLUTION: A PID calculation section 5 generates a signal to adjust the opening of guide vanes based on the set value of a load setter 3 or frequency setter 4. A load demanding signal is output from a DPC command section 25 to change the load of a generator when a load of a power system changes. This load demanding signal is sent to a switch device 7 through a limiter 26 and an integrator 27 and also to a connecting device 17 to which the output signal from the PID calculation section 5 is input for addition to be added to the output signal from the PID calculation section 5.
