PROBLEM TO BE SOLVED: To obtain a management system for shared vehicles capable of eliminating the transfer of a vehicle key between a driver and a manager and a job such as manager's periodical vehicle inspection and dealing with requests such as the reduction in a management cost, the elimination of an illegal user and the optimization of an operation plan. SOLUTION: This system is provided with a two-way communicating means 3 which connects a shared vehicle 2 to a manager 2, an IC card 4 with user' ID code which is preliminarily distributed to a driver from the manager 2 side according to an application from the vehicle driver, an IC card reader 5 mounted on a vehicle side, and sharing and controlling means which allows an IC card 4 holder to drive a vehicle when a user ID card detected by the reader 5 is matched with an ID card for management preliminarily transmitted to the vehicle side from the manager 2 side through the means 3 and also controls transmission and reception of management information including an operation plan transmitted to the vehicle side from the manager 2 side through the means 3 and operation information including an operation state, maintenance state and the current location which are transmitted to the manager 2 side from the vehicle side.
