PROBLEM TO BE SOLVED: To realize prescribed impact relaxation naturally and to prevent generation of negative pressure sound, without complicating a structure around an oil lock piece. SOLUTION: This structure is constituted by enabling an oil lock piece 4 arranged on an outer periphery of a lower end part of a sheet pipe 3 erected on a shaft center part of an axle side tube 1 to rise along the sheet pipe 3 by lock pressure generated in an oil lock chamber, energizing the oil lock piece 4 in the lowering direction by an energizing spring 12 interposed between itself and the sheet pipe 3 and providing the sheet pipe 3 with a slot 3e along the axial direction of this sheet pipe 3 on a lower end part to slide the oil lock piece 4 on it. Additionally, it is constituted by having a guide pin 11 fastened on the inner peripheral side of this oil lock piece 4 while the oil lock piece 4 is arranged to face against the slot 3e and it is arranged in the diametrical direction of this oil lock piece 4.
