PROBLEM TO BE SOLVED: To shorten the time until a map responding to a request is displayed after the request on positioning measurement is generated by starting the measurement with a measuring device and starting a call by means of communication equipment in parallel. SOLUTION: When a request on positioning measurement is generated, a control part 28 starts the supply of power to a GPS card 14 from a power source part 30 and gives a command to execute a call procedure for connection with a center corresponding to the request to a communication interface 20 and communication equipment 16. When the input of measurement result data or raw data is received from the GPS card 14, the control part 28 interrupts the supply of power to the GPS card 14 and transmits measurement result data or raw data by using communication equipment 16. After a necessary response is received from the center by using communication equipment 16, the control part 28 performs control of the screen of a display part 22 on the basis of information inputted from the GPS card 14 and information received from the center with communication equipment 16.
