SOLUTION: This device is formed, so that a pair of seal rings 27, 27 are provided on both sides of a pair of floating washers 26, 26 between the inner peripheral surface of a pulley 7b and the outer peripheral surface of a sleeve 8. A space where the floating washers 26, 26 are present is sealed by a pair of sealings 27, 27.
