PROBLEM TO BE SOLVED: To realize an operation environment being familiar to a user who is unfamiliar to a personal computer by executing judgement based on information where it holds what is a program corresponding to a judged surface and deciding the program to be executed. SOLUTION: When a user inputs a selection control signal from a selection input means 115 in a state where a surface which displays the program desired to start an operation is turned forward, a selection surface judging means 116 obtains a counting value at that point of time from a counter means 114 as a counting information, the surface which is turned forward when the selection control signal is inputted is judged based on the information and the surface is outputted as selection surface information. Then a program deciding means 118 obtains the selection surface information, refers to surface-to-program correspondence information which is held in a correspondence list holding means 117 and outputs the program corresponding to the surface which is indicated by selection surface information as selection program information. A program executing means 119 executes the program which is specified by inputted selection program information.
