PROBLEM TO BE SOLVED: To simplify a configuration and to improve operability by providing a setter with a SW inputting part, a data displaying part and an interface circuit part and mounting a nonvolatile memory and an interface circuit on a radio controller instead of a dip SW. SOLUTION: The communication connecting part 15 of a data setter 10 is connected to a radio controller with a communication cable, and when a power supply is inputted, connection is confirmed and subsequently, and a data setting mode is brought about. When the set start SW 13b of a SW part 13 is operated, the current data storage positional information and operation data contents are displayed on the upper and lower data displaying parts 12a and 12b of a data displaying part 12 consisting of seven segments respectively. After data change SWs 13d and 13e set desired data as necessary, a confirmation SW 13c transfers data to the radio controller through an interface part 14. When the transfer is finished, a shift SW 13a and the SW 13c are depressed at the same time and the data setting mode is finished.
