PROBLEM TO BE SOLVED: To provide a base station, a device and a method for controlling communication with which only a portable mobile terminal satisfying prescribed conditions can be connected even in the state of regulating position registration. SOLUTION: A private branch exchange 1 is composed of a central control part 1a for controlling the entire exchange and a storage part 1b for storing communication managing information such as regulation cancel data for canceling the regulation of the position registration or the like. When the communication quality data of respective PS are successively received from a radio base station 2a, the central control part 1a compares these data with regulation cancel data and when the data exceed the cancel data, after it is reported to the radio base station 2a to cancel the regulation of the position registration only concerning that PS, ordinary position registration is performed. When the data are less than the regulation cancel data, on the other hand, it is reported to the radio base station 2a not to register the position of that PS and the radio base station 2a transmits a congestion signal to the PS.
