PROBLEM TO BE SOLVED: To record and reproduce telecast signals of a PAL-M telecasting system with high picture qualities. SOLUTION: A magnetic recording and reproducing device performs luminance signal recording processing in a high-picture quality format through a LPF 3a, sub-emphasis unit 4, main emphasis unit 5a, white dark clip unit 6a, FM modulation unit 7a, and recording current equalizer(EQ) 8a of a S-VHS luminance signal recording system, and performs chrominance signal recording processing in the high-picture quality format through a band-pass filter 10, automatic chrominance signal control circuit 11, low-frequency conversion unit 12b, low-pass filter 14, and EQ of a chrominance signal recording system. In this case, the luminance signal processing system of an S-VHS deck for NTSC signals is used as it is in the S-VHS luminance signal recording system, and the chrominance signal processing system of a VHS deck for PAL-M signals is used as it is in the chrominance signal recording system.
