PROBLEM TO BE SOLVED: To eliminate a malfunction of a switching device when streams are selected and synthesized by defining a rule which automatically selects one stream with respect to another stream and synthesizes the one stream with another stream. SOLUTION: A video camera device 1 inputs another video stream to an intelligent video switcher 3A at certain timing, and a video stream fades out from a video camera device 2 at this input timing. On the other hand, the video stream from the device 1 fades in moderately while overlapping on the video stream that fades out. Then, the switcher 3A outputs a test pattern at a timing when both video streams stopped. When the video streams having overlapping on a time base are inputted in this way, processing is uniquely performed according to a fixed rule.
